Enbridge pipelines: to open or not to open?

Enbridge鈥檚 Line 55 Spearhead and Line 59 Flanagan South pipelines have been shut after a crude oil spill in Shelby County, Missouri.
Approximately 20 gallons of crude oil was spilled, although no injuries were reported.
The 193 300 bpd Line 55 and the 600 000 bpd Line 59 carry crude from Illinois to Oklahoma, designed to be transported to the Gulf Coast.
However, Enbridge intends to reopen Line 59 for its Canadian crude oil, though a restart date has not been made. It also has yet to announce a date for Line 55 to resume shipments, despite having removed the contaminated water and spilt oil.
